The lower trap’s role is to help position the scapula to allow the humerus to go where it needs to go. 

So the first step is to decide whether it really needs to be “strengthened” or whether the brain just needs to build a better strategy on how to incorporate its use. 

Sometimes, your strategy doesn’t incorporate the lower trap at all, and thus, you need to get reacquainted with it, by targeting it in isolation. That’s the first part.. 

Once you’ve built enough strength and awareness in the muscle, the best next step is to incorporate that into movement in the vertical plane - for example, as shown in the video.. Or.. with heavier weight back supported overhead press.

2 super common errors:

Trap 3 raise - people raise too high and start in an already shortened position
Overhead pressing too heavy, and they lean their torso backward releasing all the leverage on the lower trap.
